Manager, HR (IR/ER)

Job Summary

We are seeking an experienced HR professional to lead and manage Direct Labor Recruitment, Industrial Relations (IR), Employee Relations (ER), and Foreign Worker Management for our electronic manufacturing operations. The ideal candidate will play a key role in maintaining a harmonious work environment, ensuring compliance with labor laws, and meeting business demands through timely talent acquisition.

Job Responsibilities

Direct Recruitment:

  • Develop and implement recruitment strategies for direct labor to meet operation needs.

  • Collaborate with production and planning departments to forecast labor requirements.

  • Develop candidate pipelines through job fairs, online platforms, and direct sourcing.

  • Manage end-to-end recruitment processes including sourcing, screening, interviewing, and Hiring (both local & foreign country).

  • Oversee the recruitment, onboarding, and management of foreign workers in compliance with immigration and labor laws.

  • Establish partnerships with recruitment agencies, and local authorities.

  • Maintain recruitment dashboards and reports for management review.

 Industrial Relations (IR):

  • Manage and resolve labor disputes, disciplinary actions, and grievance cases. Conduct investigations and recommend actions for misconduct or policy violations.

  • Initiate disciplinary actions based on internal investigations and policy violations.

  • Liaise with government and statutory bodies (e.g., labor department, industrial courts) on IR matters.

  • Ensure compliance with government labor laws, regulations, and collective agreements.

  • Enforce compliance with IR/ER policies and escalate critical issues to senior management.

 Employee Relations (ER):

  • Promote a safe, inclusive, and respectful working environment aligned with corporate values and local customs.

  • Develop and implement ER programs that promote employee engagement, morale, and retention.

  • Address employee concerns, conflicts, or complaints in a timely and confidential manner.

  • Monitor and analyze employee satisfaction, turnover trends, and drive improvement  plans.

  • Develop and implement ER policies and programs that support employee well-being.

  • Facilitate employee feedback mechanisms (e.g., engagement surveys, dialogue sessions). 

  Foreign Worker Management:

  • Oversee end-to-end foreign worker processes including recruitment, work permits, onboarding, accommodation, and welfare.

  • Liaise with government agencies (e.g., Immigration, Labor Departments) for permits and documentation.

  • Ensure full compliance with regulations related to foreign labor employment.

  • Monitor foreign worker quota, contract renewals, and legal documentation.

  • Monitor contract renewals, repatriation processes, and legal status of foreign employees.

 Foreign Worker Affairs:

  • Oversee the provision of adequate and compliant accommodation as per legal standards (e.g., Act 446 in Malaysia).

  • Ensure proper accommodation, safety, and welfare for foreign workers.

  • Address grievances and complaints related to living conditions, workplace treatment, or cultural issues.

  • Conduct regular audits to ensure documentation, accommodation, and welfare practices meet regulatory standards.

  • Monitor and ensure full compliance with all local labor and immigration laws governing foreign employment.

  • Stay updated on changes in labor regulations and implement necessary policy updates or improvements.

  • Facilitate effective communication to resolve issues and ensure cultural sensitivity and understanding.

Job Requirements

  • Degree in Human Resources/ Business Administration/ Industrial Relations, or at least 7 years of working experience in Human Resources field.

  • Experienced in managing a workforce of 500 or more within the manufacturing sector.

  • Practical experience in handling Industrial Relations (IR) and Employee Relations (ER) matters effectively.

  • Well knowledge of Malaysian labor laws.

  • Strong leadership, communication, negotiation, and conflict resolution skills.

  • High negotiation and conflict resolution skills, strong emotional intelligence and interpersonal skills

  • Strategic thinking, stakeholder engagement, and problem-solving skills.

  • Proficient in MS Office (Words, Excel and Outlook).

  • Fluency in Bahasa Malaysia and English; Mandarin or Tamil is an added advantage.

  • Familiarity with Responsible Business Alliance (RBA) standards will be added advantage.
