POSITION : Superintendent, Operation Readiness (Maintenance)

REPORTING TO : Onshore Field Representative

DIVISION/DEPARTMENT : LLP

LOCATION : KL Office & Project work Sites, Bintulu (Operation phase)

1. KEY OBJECTIVES
  • Responsible for bringing the operation, maintenance and inspection experience, best practice, lesson learnt input to the project in EPC phases to ensure that the facilities are design according to the regulatory and company requirement, operation practice and operation standard.
  • Work with project engineering to responsible in project deliverable related to operation and maintenance.
  • Work with project construction, pre-commissioning, commissioning.
  • Key person in onshore hydrocarbon commissioning and plant start up.
  • Focal person in Onshore Operation Readiness and assurance (ORA) preparation.
  • Directs, supervises and coordinates maintenance activities on Onshore Gas Plant and Gas Injection Platform Facilities covering mechanical, electrical, instrument, IT in order to ensure safe and efficient running of equipment with minimum plant downtime, and smooth operations.
  • Ensure all facilities are maintained in compliance with legislation and PTTEP management system.
  • Responsible for planning and coordinating adequate resources for all maintenance activities to achieve Lang Lebah Maintenance and inspection target.
  • Supervise all personnel including third parties to ensure their work comply with relevant procedures e.g. PPGUA, HSE, Maintenance Standard and Procedure.
  • Conduct inspections and audit to evaluate equipment and utilities operational condition to determine necessary remedial action.
  • Prepare and/or review, and submit relevant reports required.
2. PRINCIPAL ACCOUNTABILITIES

Project Phase

  • Be the operation representative in project phases and act as asset owners to ensure that the facilities are designed and built to a desired standard.
  • Ensure operation assurance and operation excellence are incorporated including operation and maintenance lesson learns.
  • Provide Operability and Maintainability input during EPC work to ensure that Operations and Maintenance requirements are incorporated into the facilities design.
  • Ensure that operability, maintainability, ergonomic and health factors for both normal and abnormal operations, including pre-commissioning, commissioning, start-up and shutdown, and upset conditions are considered in the facilities design.
  • Ensure P&ID reviews, HAZOP/LoPAs, Design Reviews, Model Reviews and other necessary Project Process reviews are adequately represented from the Operations and Maintenance perspective.
  • Ensure Start-up requirements are identified and incorporated into the process design and execution strategy/schedule.
  • Ensure the development of the Operations & Maintenance Philosophy including remote control system requirements to achieve Not Normally Manned facilities are incorporated. Align with PTTEP existing operating assets to integrate new facility into existing operation and maintenance system.
  • Provide deep knowledge of the process Inside-Out and the way the plant will be operated by the Owner.
  • Ensure Detailed operating and maintenance manual/procedure/guideline are well established and developed.
  • Be the Operation Readiness and Assurance team (ORA) in preparation for people, material, equipment, spare part, facilities pre-commissioning, commissioning and start up.
  • Review Spare Parts List, OEM planned maintenance recommendations, CMMS, RAM study deliverables, RCM deliverables.
2.1 PRINCIPAL ACCOUNTABILITIES

Operations Phase

  • Direct, Supervise, and coordinate maintenance activities of Onshore gas plant and Gas Injection Platform facilities in compliance with overall operational plans, maintenance Strategies, policies, and procedure.
  • Ensure Preventive Maintenance is executed in timely manner as per planned with proper close out.
  • Supervise the monitoring of equipment performance and recording of maintenance history for all assigned machinery and equipment.
  • Maximize equipment availability to enable production targets to be met while ensuring safe operating condition by using maintenance strategies.
  • Direct, supervise and coordinate all repairs, replacement, installation and troubleshooting. Determine priorities and action plan, ensure the minimization of downtime and cost effectiveness.
  • Be as a focal contact between Maintenance function and other field functions to coordinate all maintenance activities e.g. PM campaign, scheduling, isolation, repair, replacement, installation, material request and transport, and development of contingency programs, etc.
  • Coordinate with maintenance support function for various repairs/ overhauls, material availability, and/ or additional manpower needed. Follow up status of maintenance work carried out by manufacturers/ contractors.
  • Participate in the development of contracting philosophy and strategy for maintenance contracts.
  • Identify hazard. Assess and control risk. Provide instruction and guidance on the Company’s Safety Management System and the Emergency Evacuation Response (EER) infrastructure to staff.
  • Implement and propose enhancement to performance standard, procedural control, and emergency response procedure to contribute to the progressive improvement of the Safety Management System
  • Schedule and plan for major shutdowns and start-ups. Prepare procedures; define operational constraints and recommend appropriate configurations that will minimize downtime and production loss.
  • Prepare various daily, monthly, incident, and other ad-hoc reports on maintenance activities and progress. Submit incidents reports with explanation, analysis and action taken to remedy.
  • Maintain and promote good working interfaces with other operating assets and related technical counterparts within and outside the organization for constructive cooperation in terms of contracts, equipment and support.
  • Ensure the continuity of maintenance activities during handovers to counterparts in the Service. Ensure that logs are properly completed and up to date, handovers documents are prepared, any other information relating to handover is completed and leave schedules are adequately scattered to facilitate overlap for continuity sake.
  • Ensure that best practice, technical innovations and efficiency improvement are shared and implemented contributing to the achievement of department’s objective
  • Monitor and ensure strict enforcement and awareness of the Company’s SSHE policy, rules and regulations to all areas of activities on field operations.
  • Ensure all latest updated technical documentation are available onsite and/or via online, e.g. key drawing, maintenance manuals and technical journals.
  • Supervise all personnel including third parties to ensure work complied with relevant procedures eg. PPGUA, HSE, Maintenance Standard Procedure.
  • Cultivate ownership of equipment and tools to ensure availability and reliability.
  • Manage team competence development and performance.
3. SAFETY RESPONSIBILITIES

The primary responsibilities of the Maintenance Superintendent are:

  • Promote active safety awareness in the Maintenance Department, Monitor and ensure compliance with MOC OH & S procedures.
  • Undertake safety inspection of plant, equipment, machinery and process.
  • Work towards achieving the MOC Health and Safety Objectives.
  • Ensure a complete competent in the MOC Permit To work System Procedures.
  • Report all accident, incidents, near-misses and dangerous occurrences.
  • Ensure that all plant, equipment and machinery is maintained in accordance with the manufacturer recommendations and established MOC safety and Maintenance Procedures.
  • Ensure that any changes or minor modification to any plant, equipment or machinery are via Engineering Work request Procedure and that all documentation is complete.
  • Act as Emergency Respond team member during emergency situations.
4. QUALIFICATIONS AND EXPERIENCE
  • Bachelor’s degree in electrical, instrument, mechanical engineering or recognized equivalent with a good appreciation of all maintenance disciplines, specifically in a computerized control system
  • 15 years’ experience in hydrocarbon production industry environment with minimum 5 years in maintenance management capacity/Supervisory.
  • Experience in H2S and CO2 oil and gas operating facilities
  • Experience of Onshore Midstream or Refinery operations
  • Broad knowledge and competence in oil and gas facilities maintenance and process.
  • Strong planning, interpersonal, managerial, communication and supervisory skills
  • Excellent command of both spoken and written English
  • Have knowledge of business drivers affecting MOC
  • Good knowledge of computer applications
  • Managing OJT and knowledge transfer
