Job description
General
Plan and manage the building services department and assist the Department Manager to lead the staff to support the business objectives of the hospital. Ensure efficient services of building operations, repair, maintenance of facilities, equipment, buildings and hospital grounds to minimize disruption to hospitals operations.
To supervise a team of charge man and technicians in order to provide efficient supporting role to other departments so that there is minimal disruption to other department operation.
Assist Department Manager in managing M&E and hospital renovation projects to meet requirements of cost, schedule and quality
Manage and oversee building service department to ensure smooth operations and provision of excellent customer service.
Assist Department Manager in monitoring departments performance eg. budget/CAPEX, cost containment & cost-cutting strategies, analyze data, prepare reports, presentation, etc. Develop action plans and recommends changes.
Implement and monitor departmental activities, projects and programs. Ensure that the services are promptly delivered in the most optimal and cost-effective manner.
Coordinate projects and work activities with other departments and contractors.
Manage contracts for maintenance services provided by outside vendors if required.
Conduct regular inspections to ensure quality and standards are maintained.
To assist in all hospital-wide renovations in terms of M&E, regulated acts and end-user requirements, etc. with the contractors and consultants to ensure that the project/s are accomplished within the time-frame in terms of project time-lines, quality control, infection control, safety & security control with the respective departments. To advise any adverse issues to the hospital Management.
Evaluate and adopt relevant building management technologies to enhance operational efficiency and remote monitoring capabilities.
Adherence and compliance to all statutory requirements including Bomba, Machineries Act, OSH Act, etc.
Developing and implementing standard operating policies and procedures that are in line with the requirements of the relevant Acts, Statutes and Regulations.
Preparing and undertaking all other site inspections for other license renewal such as passenger lifts, dumb waiters, etc.
Prepare and submit all necessary documentation and paperwork for timely renewal of all relevant licenses to ensure uninterrupted operation.
Ensure compliance with laws, regulations, local authority requirements, SOP and policies.
Ensure that the hospital building(s) is safe for staff, doctors, visitors and patients
Working with the Safety and Health Department to implement, monitor and train staff in all relevant occupational health and safety programs.
To work with the hospital safety and health manager to train a fire fighting team and assist him in the regular conduct of fire and evacuation drills.
Support emergency preparedness planning including infrastructure resilience during power outages or critical failures
Ensure maximum uptime or minimal downtime of all plant and equipment.
Implementing preventive maintenance programs for all equipment using the Computerized Maintenance Management System (CMMS).
Working closely with the project team to implement strategies that ensure minimal downtime of key machinery/equipment during major construction works or hospital building expansion project.
Lead and manage the employees in the department; ensure competent, motivated and productive staff
Manage and supervise the staff and out sourced workers (if any) in compliance with established standards of performance, company policies and procedures.
Provide on-job-training, coaching and motivation to staff to achieve departments objectives. Plan staff development and training plans in line with company programs.
Qualifications & Requirement
Diploma or Degree in Engineering or equivalent.
Minimum 5 years relevant working experience in senior executive capacity, preferably in hospital industry.
Strong leadership skills and independent.
Strong in Mechanical & Electrical system operation skills.
Good interpersonal and communication skills.
Sound knowledge of Mechanical / Electrical / Plumbing systems and relevant statutory legislation and regulations eg. OSHA, Factories and Machinery Act, Fire Service Act.
Computer literate in Microsoft Office and familiar with building maintenance management system.
