Job Details

We are seeking a Senior Manager/Manager, Learning & Performance to lead the strategic direction and operations of our professional talent development platform. This is a key leadership role where you will be responsible for designing and executing industry-relevant upskilling programs in the construction industry.

About the Role

As the Senior Manager/Manager, you will be responsible for a wide range of duties, including:

  • Strategic Leadership: Leading the planning and execution of our learning and development roadmap, ensuring programs align with business needs.

  • Partnership Development: Identifying and managing strategic partnerships with local and international universities, TVET institutions, professional certification bodies, and government agencies (e.g., HRD Corp, MOHE). You will also negotiate and formalize agreements for co-developed programs and joint certifications.

  • Program Design & Delivery: Designing, implementing, and managing modular upskilling programs that are relevant to the construction industry and market needs. This includes ensuring programs have measurable outcomes and align with certification frameworks like MQF, micro-credentials, and digital badges. You will also manage blended learning approaches, including in-person, online, and hybrid formats.

  • Accreditation & Certification: Collaborating with partner institutions to ensure programs are formally recognized or certified. You will also maintain documentation and quality standards for audits and support the issuance of valid and recognized joint credentials that align with career progression paths.

  • Stakeholder Engagement: Working with business units, HR teams, and external industry partners to identify training needs and talent gaps. You will also lead communication strategies to promote programs internally and externally.

  • Operations & Budget Management: Overseeing the operational management of the academy, including scheduling, resource planning, and vendor coordination. You will also prepare and manage budgets and ROI metrics for L&D initiatives.

Qualifications and Experience

To be successful in this role, you should have:

  • A Bachelor's degree in Human Resource Development, Education, Business, or a related field. A Master's degree or professional certifications in L&D, Instructional Design, or Organizational Development are an advantage.

  • A minimum of 7-10 years of experience in Learning & Development, Talent Development, or Education Management.

  • Proven experience in forming partnerships with educational institutions or accreditation bodies.

  • Experience in developing and delivering professional training, upskilling, or TVET-related programs.

  • A background in managing certification programs or micro-credentials is a strong plus.

  • Must be able to commit to travelling frequently, every alternate week 2-3 days at a time.
